In recent years, the UK has seen a steady decline in Firearm (FAC) and Shotgun (SGC) certificate holders. The firearms licensing process has become more difficult to navigate, delays are common and refusals & revocations are at the highest level ever recorded.

Many Certificate Holders are left feeling that the system is broken and the growth of the shooting community is unfairly restricted.

There are many reasons why this is the case which include:

  • Unsuitable legislation – The Firearms Act has been amended so many times by different Acts of Parliament to render it almost incomprehensible in parts.
  • Complexity – In addition to the primary Act firearms licensing is impacted by almost 100 other pieces of legislation.
  • Under investment – The ratio of dedicated Police resources to Certificate Holders varies substantially across the UK.
  • Lack of interest – The Shooting Sports are generally very safe activities and Police budgets are stretched. Firearms Licensing is therefore often a “poor cousin” to other areas of policing.
  • Training – The absence of a National Firearms Enquiry Officer (FEO) Course was first identified in 1993 and only began roll out in 2024.

Chris Downs, creator of firearmslicensing.net, has over 25 years of frontline and specialist policing experience, including senior roles in Firearms Operations.

As Firearms Licensing Manager for the Metropolitan Police, he oversaw 30,000 certificate holders, 80 Home Office clubs, and 170 registered dealers, and helped shape national policy.

As a Subject Matter Expert at the College of Policing, Chris continued to lead national improvements in firearms licensing—developing training, tools, and guidance—until recently resigning from the service.

While in post as National Subject Matter Expert he saw evidence of poor practice and injustice. The system itself had lost sight of it’s purpose and no longer followed the evidence base.

He created firearmslicensing.net to equip certificate holders and applicants with the knowledge they need—offering clear guidance, practical tools, and expert insight to help people understand their rights, navigate the system, and avoid unnecessary issues, especially refusals or revocations.
